CSW is proud to announce the addition of Joy Briscoe as the Director of our Improving Practices & Outcomes team! Joy will manage CSW’s portfolio of work centered on strengthening the capacity of workforce professionals to develop more effective services and policies to increase economic mobility for workers, particularly for workers of color, including leading CSW’s continuous improvement strategies supported through the Workforce Benchmarking Network (WBN) and the WBN National Survey. Joy will build CSW’s expertise and experience with using both quantitative and qualitative data to develop leading-edge ideas and fundable high-impact initiatives focused on improving workforce provider performance and equitable results for job seekers.
Joy is an Air Force veteran and a dynamic leader in diversity, equity, and inclusion, with over 15 years of experience designing culturally transformative programs. As Managing Partner at Top RANK Talent Solutions, she drives strategies to attract and retain underrepresented talent while fostering inclusive leadership. Joy also serves as Executive Director of ONE Cedar Valley, leading efforts to remove barriers to employment, support justice-impacted neighbors, and empower diverse youth through career technical education.
A co-founder of the Cedar Valley Fashion Art & Culture Expo, SHIPHT Career Tech Ed & Entrepreneurship Academy and the 24/7 Black Leadership Advancement Consortium, Joy launched Iowa’s first Black-centered Venture School and Black Business Accelerator. She co-founded the 1619 Freedom School, focusing on culturally affirming literacy education, and has spearheaded initiatives to increase Black homeownership, economic empowerment, and leadership representation.
Joy’s work has made her a catalyst for change, bridging gaps in equity and opportunity to create vibrant, inclusive communities. From 2014 to 2018, she advanced the mission of the YWCA of Black Hawk County as Marketing and Development Director, where she orchestrated the region’s inaugural Stand Against Racism Campaign—a movement that united 650 organizations across 44 states. Joy serves on numerous boards, including the Iowa Women’s Foundation, Community Foundation of Northeast Iowa, NewBoCo, and House of Hope, and she is a Black Hawk County Veteran Commissioner. She is also deeply involved in strategic initiatives like See What I Mean, EntreFest, and the Cedar Valley Economic Inclusion Summit.
Joy graduated from Upper Iowa University with a Bachelor’s in Graphic Design, focus in Marketing and also holds certifications in Communication and as a Diversity Executive.
Through her leadership, Joy has spearheaded impactful initiatives alongside community foundations, chambers of commerce, health departments, and business leaders—all aimed at advancing equity and access. We are excited to welcome her to our team!
