What We Do

CSW is engaged in the national movement to rethink credentialing and increase the use of competencies leading to greater transparency, equity, and economic mobility. We advocate for the use of competencies to bridge gaps between employers, educators, and individuals. We also promote incremental credentialing for clearer career pathways, ensuring that these efforts drive fairer hiring and learning opportunities. Our work drives economic mobility by improving skill recognition, refining job descriptions, and aligning education with workforce needs—especially for those who have historically faced barriers to opportunity.

How We’re Making Change
Credentialing Pathways

We create precise, competency-based blueprints for current and emerging occupations. Our work includes collaborating with colleges, workforce organizations, and employers to align these blueprints to educational program outcomes. This collaboration strengthens career pathways, skills-based job descriptions, and performance management systems. At the same time, it helps institutions and businesses to build a future-ready workforce and individuals to make more informed career decisions.

Communities of Practice

We design and lead dynamic Communities of Practice (CoPs) that unite passionate professionals in collective learning, innovation, and action. Using expert facilitation, tested tools, and in-person and virtual collaboration we foster knowledge sharing, peer-to-peer engagement, and real-world application of new ideas. To maximize impact, our CoPs are often paired with personalized coaching sessions, ensuring members can effectively apply insights to drive improvements within their organizations and communities.

Coaching & Technical Assistance

We empower our partners with strategic guidance to set clear goals, define success metrics, and engage in high-impact practices and initiatives. Our expertise extends to stakeholder engagement, capacity building, and applying best or promising practices, ensuring long-term success. As a neutral, strategic thought partner, we collaborate closely to strengthen approaches, drive innovation, and create lasting impact.

Research & Field-Building

Our team conducts in-depth research on best and emerging policies and practices, equipping partners with needed data and insights to prevent a two-tier postsecondary system. We share our findings through published reports, high-impact convenings, expert-led Communities of Practice, and professional development webinars and programs—driving meaningful change across education and workforce systems.

Future-Focused Design

Our work helps partners anticipate future trends and design forward-looking solutions responsive to shifts and innovations in education and workforce development. We support our partners in crafting customized strategies that address their specific economic, demographic, and industry contexts. We collaborate with sector partnerships, industry consortia, and other regional collaboratives to ensure that workforce initiatives support opportunities for those historically left out of education and workforce success.

Actionable Tools & Resources

We equip our partners with customized tools to design high-quality credentials, strengthen workforce equity, and conduct in-depth competency analyses. Through resources like self-assessment tools, playbooks, research, and reports, we provide partners with step-by-step guidance for making improvements grounded in best practices.

Featured Case Study: Strengthening Michigan’s Direct Care Workforce

Since 2022, CSW has partnered with IMPART Alliance at Michigan State University to address Michigan’s critical shortage of direct care workers (DCWs)—a gap of approximately 34,000 unfilled positions. This shortage significantly impacts the state’s ability to deliver essential behavioral health, community mental health, and long-term care services to individuals with disabilities and older adults. To meet this challenge, IMPART Alliance is leading efforts to professionalize the direct care workforce, ensuring that DCWs receive adequate training and credentials and have access to stable career pathways and economic security. By increasing the state’s capacity for training, credentialing, and career advancement, this initiative strengthens Michigan’s workforce and enhances the quality of care for those who rely on these essential services.

CSW supports this effort through oversight of credential development, stakeholder engagement, and data-driven insights. CSW is leading the development of competency-based, industry-recognized credentials and exploring sustainable models for their long-term administration. CSW has conducted in-depth interviews with direct care workers, employers, state agencies, community colleges, workforce development agencies, and policy experts to ensure these credentials align with industry needs. Additionally, CSW is leveraging data analysis to map workforce trends, measure the impact of credentialing efforts, and inform policies that support a stronger, more resilient direct care workforce. By combining strategic vision with data-driven solutions, CSW and IMPART Alliance are working to build a sustainable infrastructure for Michigan’s direct care workforce, ensuring both economic security for workers and quality care for Michigan’s citizens.
