We developed this paper as part of a call for ideas on job creation from the University of California Berkeley Institute for Research on Labor & Employment. Berkeley sought proven policies that cities and states could implement fairly quickly to provide job opportunities for low-skilled workers and released this set of papers under the banner, Big Ideas for Job Creation.
