Building Back Better: A National Jobs Strategy

Building Back Better: A National Jobs Strategy is the first of a series of papers recommending systemic improvements to modernize the United States’ outdated patchwork of workforce policies, all being issued by the Better Employment and Training Strategies (BETS) taskforce. BETS is a coalition of more than 40 leading practitioners and researchers that has come together to develop these recommendations.

This paper recommends three goals to guide a national jobs agenda: (1) make all jobs good jobs and create more; (2) facilitate access to good jobs; and (3) eliminate racial and gender inequities in hiring, pay, and job quality. The publication also provides a suite of distinct but reinforcing strategies to achieve the aforementioned goals, and a framework for coordinating activities across government. The recommendations are endorsed by 12 leading organizations and 35 policy experts, researchers, and practitioners.

Corporation for a Skilled Workforce has been deeply involved with the BETS taskforce; President & CEO Larry Good, Senior Fellow Jeannine LaPrad, Board Chair Christopher King, and Board Members Todd Greene and Martin Simon are all taskforce members. “The start of the Biden-Harris Administration offers an important opportunity to rethink U.S. workforce policy and funding. The recommendations in this series would greatly increase economic mobility and opportunity, aligning closely with CSW’s mission and work,” said Good.

This publication was written by Mary Alice McCarthy, Director of the Center on Education & Labor at New America; Carl Van Horn, Distinguished Professor and Director of the Heldrich Center, both at Rutgers University; and Michael Prebil, Policy Analyst at the Center on Education & Labor. CSW Senior Fellow Jeannine LaPrad was a member of the work group that developed these recommendations.
