Ed Strong and I participated in an Arizona Town Hall discussion to develop consensus with Arizonans on the topic of Arizona’s Vulnerable Populations.
Arizona’s Vulnerable Populations, prepared for the 102nd Arizona Town Hall, is about Arizona’s vulnerable populations. Vulnerable populations are not the “poor,” at least not in the limited sense of the term. Rather, vulnerable populations are struggling on a daily basis and includes underemployed wage earners, single-parent households, deployed or returning military members, undereducated and unskilled workers, debt-ridden neighbors, the uninsured, and individuals with no savings for an emergency, much less retirement.
Our contribution to Arizona’s Vulnerable Populations is the chapter on Employment in Arizona. Here are our key findings:
- Virtually everyone who is employed is vulnerable.
- Public policy changes can increase vulnerability.
- Global and national trends lead to increased vulnerability.
- Industry trends can increase vulnerability.
- Under-employment can leave people as vulnerable as unemployment.
- Vulnerability is impacted by where you live, what opportunities you have, and the career choices you make.
